A previously missed official development: the Labour Ministry announced on 27 October 2026 that two Bihar Gramin Bank staff disputes were settled on 22 and 23 October. The agreements are expected to benefit more than 10,900 employees by approximately ₹77.69 crore, covering allowances, pay, promotions and other service matters. This is a dated catch-up report, not a fresh 5 November settlement.

A previously missed official development, not a new 5 November agreement

The Ministry of Labour and Employment announced on 27 October 2026 that two industrial disputes involving Bihar Gramin Bank were settled on 22 and 23 October 2026. This article brings an important, previously uncovered banker-focused development into the record; it does not suggest that a new settlement was signed on 5 November or that all payments have already been credited.

The government’s release says the two conciliation settlements are expected to provide approximately ₹77.69 crore in financial benefits to more than 10,900 employees. The Assistant Labour Commissioner (Central), Patna, facilitated the process under the Chief Labour Commissioner (Central). Both agreements concern Bihar Gramin Bank staff and should not automatically be presented as benefit orders for employees of other Regional Rural Banks.

Two separate agreements: figures and employee groups

Agreement Date Approximate staff Estimated financial benefit
Bihar Gramin Bank Adhikari Sangh, Patna, and bank management 22 October 2026 8,400 ₹67.17 crore
Bihar Gramin Bank Workers Organisation (BGBWO) and bank management 23 October 2026 2,500 ₹10.52 crore
Combined reported estimates Two settlements Over 10,900 ₹77.69 crore

The ministry identifies an estimated ₹9.02 crore in recurring annual benefits within the workers’ organisation settlement. That recurring component is included in the reported ₹10.52 crore for the second agreement; it should not be added again when reporting the combined ₹77.69 crore. The figures describe aggregate expected financial effects, not an equal cash payment to each employee.

Which staff issues were addressed?

The 22 October officer-side settlement covers demands concerning performance-linked incentives, officiating allowances, wage enhancement, travel allowance improvement, promotions and compassionate appointments. The government’s release identifies these issues but does not reproduce every clause, individual entitlement formula, payment date or officer-wise implementation order.

The 23 October workers’ settlement covers implementation of the Twelfth Bipartite Settlement, higher house rent allowance, increased transport allowance for employees with disabilities, overtime payment, greater transparency in promotion procedures and the creation of a Negotiating Council. These are meaningful staff-service matters. However, a list of issues covered is not the same as a complete published schedule of rates and eligibility for every employee.

What this means for Bihar Gramin Bank officers and staff

Employees should identify which of the two settlements covers their cadre and examine the final signed terms or subsequent official bank or union circulars for the detailed benefit calculation. In particular, the relevant eligibility period, pay components, any arrears, the date on which a revised allowance takes effect and the payment schedule require agreement-level or implementation-level evidence. No source examined for this article establishes that every employee has already received an individual amount.

The two settlements demonstrate progress on unresolved industrial relations and service issues through formal conciliation. They do not themselves establish changes to the service rules of Punjab National Bank, the sponsor bank, or to other RRBs. Staff in other banks should not apply these Bihar-specific figures to their own salary or allowance calculations.

What remains to be clarified

For a useful next update, the publication would need a publicly releasable copy of the detailed settlement clauses or authoritative implementation communication from Bihar Gramin Bank or the concerned organisations. The government’s 27 October press release confirms the negotiation outcome and aggregate values but does not spell out exact employee-level payment mechanics, disbursement dates or whether any particular claim requires a separate application. No such procedural details are being invented here.
