Union Bank of India has continued a special short-term loan scheme for eligible staff pensioners who need to finance their 2026–27 IBA group medical insurance premium. Staff Circular 103178-2026, issued on 14 October, keeps the scheme valid through 30 November 2026. The loan has eligibility, repayment and documentation conditions; it is not a fresh insurance-enrolment window or a free premium benefit.

What the bank’s October circular actually says

Union Bank of India’s Employee Benefits Division issued Staff Circular 103178-2026 on 14 October 2026, continuing a financing facility introduced in 2019. It is intended to help eligible retired staff meet the lump-sum premium for the IBA Group Medical Insurance Policy for 1 November 2026 to 31 October 2027. The circular says this special loan scheme is valid up to 30 November 2026. It should not be mistaken for a new announcement made on 6 November.

The distinction matters: the loan pays or reimburses an eligible member’s insurance premium and must be repaid. It is not a grant, premium waiver or automatic insurance cover.

Who can seek the loan?

Annexure I identifies retired Union Bank employees drawing a pension from the bank and availing the retirees’ IBA group health policy with National Insurance Company as eligible individuals. It also requires the acknowledgement generated when the retiree submitted an insurance-renewal option through the bank’s online portal.

The circular’s title and introductory paragraphs refer to staff pensioners and family pensioners, but its detailed eligibility annexure explicitly describes retired employees drawing pension. Family pensioners should therefore ask the pension-disbursing branch to confirm how the scheme applies to their own status rather than assume sanction is automatic. The branch must also confirm that any earlier loan under the same scheme has been fully adjusted.

Loan ceilings, pricing and repayment

Condition What Circular 103178-2026 provides
Retired clerical / sub-staff ceiling Up to ₹1,36,463
Retired officer-cadre ceiling Up to ₹1,98,495
Margin Nil; sanction can cover up to 100% of the eligible premium actually paid
Interest Linked to the bank’s External Benchmark Lending Rate (EBLR); the circular quoted 8.25% as at 7 October 2026
Processing charges Nil
Maximum term 12 months; no moratorium
Recovery Equated monthly instalments recovered from the pension account through standing instructions
Scheme validity Through 30 November 2026

The ceilings are maximums, not amounts payable to every applicant; the loan is tied to the actual eligible premium and approval. Because the circular quotes an EBLR figure as of an earlier date, applicants should confirm the rate applicable on sanction and the resulting EMI with the branch. Repayment starts in the month following disbursement, with no repayment holiday.

Application and branch responsibilities

Annexure I says the normal processing branch is where the pension account is maintained. At the retiree’s request, another Union Bank branch can process the facility, but the sanctioning branch must inform the pension-paying branch so that EMI deductions can be arranged. All branch heads, regardless of scale, are authorised to sanction loans under the scheme.

  1. Confirm the 2026–27 insurance enrolment and retain the bank-generated acknowledgement of the renewal option.
  2. Approach the pension branch, or request another branch to process the application under the circular.
  3. Provide the requested application, promissory note and applicable proof of premium payment; ask the branch for the current interest rate, eligible amount and repayment schedule.
  4. Ensure any prior loan under this particular scheme has been fully repaid. Arrange the standing instruction for pension-account EMI recovery.

The circular directs branches to display the notice for retired staff and assist with sanctioning. It also requires proof that loan proceeds were used for the insurance premium, including a pension/linked savings account debit record where the premium is reimbursed. These requirements are meant to prevent the facility being treated as a general-purpose personal loan.

Loan deadline is not an extension of insurance registration

The 14 October circular refers to the original insurance online-registration deadline of 21 October 2026. The bank subsequently published additional insurance-option notices, including a one-time option, on its retired-staff page. Those earlier option windows should not be confused with the 30 November 2026 loan-scheme validity date. Anyone who did not successfully opt for insurance must separately confirm their present insurance status with the bank; the loan circular alone does not reopen enrolment or guarantee cover.

What this means for retired bankers and branch teams

For an already enrolled, eligible pensioner, the scheme may spread a substantial annual medical premium over up to 12 instalments instead of a single payment. It also creates a debt and interest obligation; the premium is not subsidised by this circular. For branch and pension-support staff, the key checks are insurance-option acknowledgement, actual premium amount, pension-account linkage, previous-loan closure and correct EMI authority. Family-pensioner eligibility should be clarified against the detailed scheme before representing an individual application as approved.

Source-status note: This is a November service-information catch-up explaining a publicly listed 14 October 2026 bank circular, not reporting a fresh 6 November policy decision. Individual approvals depend on the official loan terms and the bank’s assessment.
