The Department of Pension and Pensioners' Welfare has scheduled a formal nationwide launch of Digital Life Certificate Campaign 5 for 6 November 2026. The campaign already began on 1 November and runs through 30 November, with public-sector banks and other partners supporting pensioners across more than 2,000 towns and cities. The official launch has not been assumed completed.
Formal launch scheduled during a campaign already underway
The Department of Pension and Pensioners’ Welfare (DoPPW) said in a Press Information Bureau release issued at 3:13 PM IST on 5 November 2026 that Union Minister Jitendra Singh would formally launch nationwide Digital Life Certificate (DLC) Campaign 5 on 6 November at the National Media Centre in New Delhi. The government’s announcement describes a scheduled event; it does not, by itself, establish that the inauguration had taken place when this article was verified.
The digital life certificate campaign has been running since 1 November and is scheduled to continue through 30 November 2026. The ministry says its outreach will cover more than 2,000 cities and towns. It aims to make life certificate submission easier for pensioners through technology, including face authentication using the Jeevan Pramaan application.
Which organisations are involved?
According to the 5 November official release, public-sector banks, India Post Payments Bank, the Unique Identification Authority of India, the Ministry of Electronics and Information Technology, pensioners’ welfare associations, the Employees’ Provident Fund Organisation, and participating government departments are collaborators. The release particularly emphasises pensioners aged 80 and above, women pensioners, and people who have health or mobility difficulties. It says home-based and doorstep assistance will be facilitated for eligible pensioners unable to visit campaign locations.
What this means for bank staff
The bankers-first significance is practical: participating bank branches and dedicated teams help eligible pension recipients understand the available digital life certificate channels, use the prescribed process and obtain assistance where needed. Staff should rely on their own bank’s approved instructions and official campaign arrangements before describing any specific service, doorstep availability or eligibility as universally available.
A separate official PIB report dated 2 November said State Bank of India was conducting special DLC camps across 115 cities and extending assistance through branches and support teams. That report concerned an activity already held, whereas the 5 November release concerned a later formal launch event; the two should not be confused.
Important limits of this announcement
This programme helps pension recipients submit life certificates; it does not announce a pension increase, change every pension scheme’s eligibility rules, or imply that every PSB branch offers identical services. Nor is this notice a new Union Bank or another bank’s staff-pension circular. Pensioners and bank employees should refer to the applicable pension authority and bank-specific instructions for individual cases.
