The Chhattisgarh Rajya Gramin Bank Officers’ Organisation has asked NABARD to intervene in a dispute over branch categorisation and related staffing norms at Chhattisgarh Gramin Bank. Its representation, dated 4 November 2026, seeks a review under the S.K. Mitra Committee framework; no new categorisation order or recruitment decision has been confirmed.
What the officers’ organisation has requested
The Chhattisgarh Rajya Gramin Bank Officers’ Organisation (CRGBOO) wrote to the chairman of the National Bank for Agriculture and Rural Development (NABARD) on 4 November 2026. The organisation wants the categorisation of branches of Chhattisgarh Gramin Bank reviewed against what it considers the applicable human-resource framework, particularly the S.K. Mitra Committee recommendations and subsequent government and NABARD correspondence.
Kanal reported the representation and described an accompanying image of the organisation’s letter. This is evidence of a union demand, not confirmation that a regulator has accepted the union’s interpretation or instructed the bank to change its categories.
Why branch categorisation matters to employees
RRB branch categories are relevant to staffing plans, the allocation of responsibilities and the assessment of operational workload. CRGBOO argues that the existing arrangement has led to unequal manpower distribution and inadequate staff at some branches. Those are claims made by the organisation; the actual branch-wise staffing position and the management’s response were not independently established in the source inspected.
The reported letter refers to a State Bank of India corporate-office communication dated 20 May 2019, an NABARD communication from December 2022, right-to-information replies and an earlier union representation dated 21 September 2026. The report says CRGBOO believes these materials support a different approach to classification. Without examining every cited original document, Branch Wale cannot adjudicate which interpretation is legally or administratively binding.
Steps requested from NABARD
The organisation has asked NABARD to take the matter up with the Department of Financial Services and the Government of India, facilitate a review of branch categorisation and support manpower assessment, recruitment and promotion norms linked to the revised framework it seeks. It is not claiming an agreed implementation timetable.
What remains to be verified
No confirmed NABARD direction, revised Chhattisgarh Gramin Bank branch classification or recruitment notification was found in the inspected report. Staff should distinguish this representation from an operative bank circular. The next substantive update would be a dated response from NABARD, the sponsor bank or the RRB management, or a formally issued policy decision. The subject concerns Chhattisgarh Gramin Bank (RRB05), not automatically every RRB or employees of its sponsor, SBI.
